The Kane County Health Department (KCHD) is dedicated to the responsible administration of American Rescue Plan Act (ARPA) funds by investing in and supporting community-driven projects to deliver inclusive, innovative, long-term benefits to the behavioral health system and the mental well-being of residents across the County as it recovers and transforms from the COVID-19 pandemic.

In recognition of the devastating impact felt by local organizations with a demonstrated track-record of delivering humanitarian aid to Kane County residents, the Kane County Board has allocated a portion of its ARPA Fund for a Program aimed at supporting the behavioral health infrastructure of Kane County. The Program will provide funds to a variety of local organizations to support the overall improvement of the behavioral health system in Kane County. Funding is available to support programmatic expenses, staffing and operational expenses.

This Program has $5,000,000 available to award to community partners, with a minimum award of $20,000 and a maximum award of $300,000; eligible organizations may apply for the amount of assistance needed to cover eligible costs. All awards under this Program shall be issued as grants and shall be disbursed to grantees on a reimbursement basis. Grantees will be expected to enter into a funding agreement with the county and shall be required to present appropriate documentation in order to substantiate their request(s) for reimbursement. All awarded grant funds must be spent before September 30, 2026.

Selected projects must align to one or more of the evaluation criteria defined in the Kane County Behavioral Health Notice of Funding Availability (NOFA) document.

The main evaluation criteria categories are:

  • Expansion of Behavioral Health Services
  • Integrated Behavioral Health Care Models
  • Prevention and Early Intervention
  • Enhance Telehealth and Technology

See the NOFA document linked below for more details and examples, as well as the scoring criteria and evaluation formula.
