2025 Kane County Continuum of Care Program Competition

The Kane County CoC Board is pleased to announce it is launching the application and selection process for HUD's 2025 Continuum of Care Competition.  This includes organizations that have not previously received funding. The 2025 Notice of Request for Project Applications is posted below.  Project Evaluation forms for new and renewal projects and project application forms will be posted shortly. These contain the point values for the objective criteria used to rank and review projects. Emphasis will be placed on system performance and alignment with HUD policy priorities.

 

2025 HUD Continuum of Care Program Competition Information

HUD published the FY2025 Continuum of Care (CoC) Funding Notice for Homeless Assistance Grants on November 13, 2025. Approximately $3.918 billion is available. Of this, $52 million is available for Domestic Violence bonus projects. The Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2025 Continuum of Care (CoC) Program Competition (NOFO) has been posted on Grants.gov and is available on the Funding Opportunities page on HUD's website. Additional resources are available on the Continuum of Care Program Competition page of HUD's website. The CoC Consolidated Application, CoC Priority Listing, and Project Applications will be available in e-snaps. Collaborative Applicants and project applicants will access the applications to review, update, and enter required information for the application process. Additional guidance is posted on the CoC Program Competition page of HUD's website. The HUD deadline date is January 14, 2026.

The Kane County CoC will notify all project applicants no later than 15 days before the application deadline whether their project application will be accepted and ranked, rejected or reduced as part of the CoC Consolidated application and of their number ranking. 

 

Deadlines (tentative and subject to change based on HUD schedule)

  • November 20, 2025: Kane County CoC opens its local competition and posts deadline dates. Project renewal and new project templates will be sent once the applications have been posted by HUD.
  • December 4, 2025: New and Renewal projects will submit a CoC project template for evaluation.
  • December 11, 2025: Kane County CoC Board committee ranks all new and renewal projects.
  • December 13, 2025: The Kane County CoC Local Competition is complete. Each project application must be submitted in e-snaps for final CoC review.
  • December 30, 2025: Each project applicant is notified in writing if their project is accepted, rejected, reallocated or reduced on the CoC Project Priority Listing.


Project Tiering  and Ranking

The CoC will submit a Priority Listing that lists the new and renewal projects that are being applied for. All projects that are approved for inclusion will be prioritized in a two tier approach. The tiers are financial thresholds.  Tier 1 is 30% of the Annual Renewal Demand for current projects. Tier 2 is the difference between Tier 1 and the maximum amount of renewal, reallocation and bonus funds available. (excluding the DV bonus amount). The Planning project is excluded from tiering.

Tier 2 project-level scoring remains the same with 3 criteria – CoC Application score, ranked position of the project application in Tier 2, and the projects adherence to HUD's priorities.

December 13th – Project submissions in E-Snaps complete. CoC local competition closes.

Project submission instructions for E-snaps will be reviewed at an APPLICATION WORKSHOP to be scheduled follow HUD's release .
